Emissions Inventory Reporting Forms

The emissions statement forms listed below can be downloaded in PDF format and viewed or printed using Adobe Acrobat software. Please read the specific instructions for each form.

EMISSION-BASED FEES

The current fee requirements, effective June 26, 2004, have been established to support the development, implementation and administration of the statewide air permit program. There are 4 types of fees: (1) emission-based fees, (2) permit application review fees, (3) modeling fees, and (4) testing and monitoring fees.

The "emission-based" fee is an annual fee that all permitted sources pay for each ton of pollutant emitted for each calendar year, up to 6,000 tons per pollutant per facility. Through this method, companies have an additional economic incentive to reduce emissions since the fee is assessed only for pollutants actually emitted. The fee is calculated using a formula specified in the N.H. Administrative Rules. A base fee is adjusted annually by a Consumer Price Index multiplier (CPI) and an Inventory Stabilization Factor (ISF). The fee equates to $102.04 per ton for calendar year 2007.

GENERAL INSTRUCTIONS FOR COMPLETING THE EMISSIONS STATEMENT FORMS

The following emissions statement reporting forms have been structured so that completion of these forms will satisfy the general reporting requirements of Env-A 700 and Env-A 900. Please check your permits, however, as they may specify additional reporting requirements. These forms are to be completed and returned to the New Hampshire Department of Environmental Services, Air Resources Division by April 15 of the year following the year of record (i.e., calendar year 2006 emission statements are due by April 15, 2007).

The accompanying instructions will assist you in completing each of the emission statement forms. Information may be marked directly on these forms after they are downloaded or you may use your own format. To assist in calculating emissions, EPA's listing of emission factors (AP-42) is also available for download.
