Emissions Reductions Trading Programs

Open Market

There are two programs under the Open Market. The first is the Discrete Emissions Reductions Trading Program and the second is the Emissions Reduction Credits Trading Program.  For more information, EPA has developed a program summary of their Open Market Trading Rule as well as an overview sheet.

The Emissions Trading Handbook is now available from the Emissions Trading Education Initiative (ETEI) web site.

The ETEI is a project of Environmental Defense and the Emissions Marketing Association.

Seasonal

EPA’s Cap and Trade webpages

New Hampshire adopted a rule (Env-A 3200) implementing the Ozone Transport Commission Memorandum of Understanding (OTC MOU), which was signed on September 27, 1994. The MOU called for regional reductions in seasonal nitrogen oxides (NOx) emissions beginning in 1999 implemented through a market-based budget (or cap) and trading program. NH NOx Budget Program Allowance Transfer Form

Annual

New Hampshire also adopted a rule (Env-A 2900) implementing New Hampshire's own Clean Power Act, which became law on July 1, 2002. The Act calls for annual reductions of multiple pollutants (sulfur dioxide, nitrogen oxides, mercury, and carbon dioxide) beginning in 2007 implemented through cap and trading programs.
