Watershed Assistance and Restoration Grants
The N.H Department of Environmental Services Watershed Assistance Section is now requesting PRE-PROPOSALS for:
2009 Watershed Restoration Grants for Impaired Waters and
2009 Watershed Assistance Grants for High Quality Waters.
The pre-proposals will be used to select projects for further discussion and possible funding. Pre-proposal submission deadline is August 29, 2008. We are accepting projects for restoration of impaired waters and maintenance of high quality waters only.
Impaired Waters - 2009 Watershed Restoration Grant Pre-Proposal and Information Packet
“Impaired waters” are those that do not meet water quality standards. The list of impaired waters (the “303(d) list”) is available at www.des.nh.gov/wmb/swqa. In addition, proposals for other projects where impairments exist and which can be documented may also apply for these grants. High Quality Waters - 2009 Watershed Assistance Grant Pre-Proposal and Information Packet
“High quality waters” are those that have sufficient water quality data to show that they exceed water quality standards, but need protective measures to prevent significant water quality degradation. Projects must use a watershed-based approach and link specific practices to a quantifiable water quality goal.

Funds for DES Restoration and Watershed Assistance Grants are appropriated through the U.S. Environmental Protection Agency under Section 319 of the Clean Water Act.
Small Outreach and Education Grant
This program provides small grants of $200 to $2,000 for outreach and education projects relating to nonpoint source pollution (NPS) issues that target appropriate audiences with diverse NPS water quality related messages. These small grants are available year round on an ongoing basis, which allows applicants to move forward with outreach and education projects without having to wait for annual application deadlines.
The DES Watershed Assistance Section will administer the grant program using $20,000 each year from the U.S. Environmental Protection Agency under Section 319 of the Clean Water Act.

Water Quality Planning (604B)
These grants are available to the nine regional planning commissions in New Hampshire to support Local River Advisory Committees and watershed planning. The nine commissions are Central New Hampshire Regional Planning Commission, Lakes Region Planning Commission, Nashua Regional Planning Commission, North Country Council Inc., Rockingham Planning Commission, Southern New Hampshire Planning Commission, Southwest Regional Planning Commissions, Strafford Regional Planning Commissions, and Upper Valley Lake Sunapee Regional Planning Commission. There is $55,000 per year available.

Regional Environmental Planning Program
The Regional Environmental Planning Program (REPP) provides $25,000 per year to each of the nine regional planning commissions (see above) for a total of $225,000 per year. The grant money supports projects such as nonpoint source pollution education and outreach, natural and cultural resource inventories, land protection, and open space planning.

Coastal Illicit Discharge Elimination Grants

Coastal Municipal Storm Sewer Mapping Grant
NH DES receives money from the New Hampshire Estuaries Project (NHEP) to provide financial assistance to coastal municipalities to create maps of their storm drainage systems. This grant is part of an effort to improve the environmental quality of the state's estuaries, with a focus on water quality and shellfish resources. It serves to implement Water Quality Action Plan WQ-4B in NHEP's Management Plan (see http://www.nhep.unh.edu/index.html). In addition, many coastal communities are being required to create storm drainage maps under Phase II of EPA's storm water regulations.
For 2005, there is approximately $25,000 in grant money available for storm drainage system mapping.

Coastal Illicit Discharge Detection Survey
NH DES receives money from the New Hampshire Estuaries Project (NHEP) to provide financial and technical assistance to coastal municipalities to monitor storm drainage systems to identify non-stormwater discharges to a particular drainage area or watershed while using water quality testing to determine the presence or non-presence of illicit sources in the study area. This grant is part of NHEP's effort to improve the environmental quality of the state's estuaries, with a focus on water quality and shellfish resources. It serves to implement Water Quality Action Plan WQ-4A in NHEP's Management Plan (see http://www.state.nh.us/nhep/).

New Hampshire Drinking Water Source Protection Program
This grant is available to public water suppliers for source water protection. The program, which began in 1997, has a total of $200,000 available to disburse each year to eligible municipalities. Grant amounts vary from $2,000 to $15,000. Past grants have been used to fund a watershed assessment and protection plan; perimeter fencing to protect a wellhead area; and monitoring wells for groundwater evaluation. Past recipients include: Conway, Lebanon, Manchester, Rochester, Dover, Keene, and Portsmouth.

Agricultural Nutrient Management Grant Program
This grant program seeks to provide financial, educational and technical assistance for livestock and agricultural land operations and related organizations with implementing best management practices and such other measures necessary to prevent or mitigate water pollution. Applicants may apply for cost assistance of up to $2,500 per year. There is no match required, however, in-kind services such as labor provided by the applicant will enhance the application. The majority of funding will be used for on-farm projects that address or prevent water pollution. Funding may also be utilized by organizations for educational projects. This grant program is administered through the N.H. Department of Agriculture, Markets and Food, Bureau of Markets with support from N.H. Department of Environmental Services. Applications are due by June 1 and December 1 each year.

Conservation License Plate Program
These grants, administered through the State Conservation Committee, funds projects that enhance the environment by promoting the sustainability of the state's public and private land, air, water, and cultural resources to prevent their pollution or degradation. Eligible applicants include county conservation districts, cooperative extension natural resource programs, conservation commissions, schools, scout troops, nonprofit groups, and conservation organizations. Applications are accepeted in January.
