Request for Qualifications (RFQ) for Environmental Land Resources Consultants
CONCORD, NH — The State of New Hampshire Department of Environmental Services (DES) is seeking qualification and experience statements, with expressions of interest, from professional environmental consulting firms for professional work in support of the processing of certain environmental applications submitted to DES. The work is expected to involve the review and processing of dredge and fill applications, including a determination of application completeness, identification of permit conditions and other findings appropriate to each site or project in addition to assessing impacts from construction activities. The scope of work will include providing all aspects of application review, assessment of direct and related impacts, along with site investigations and recommendation for remedial actions necessary for site compliance. The work will be performed in accordance with RSA 482-A and Wetland Rules (Env-Wt 100-800) in support of the agency’s review and action on wetlands permit applications. Interested firms must submit qualifications and experience statements documenting work in and knowledge of areas related to DES’s wetlands jurisdiction under RSA 482-A, including an understanding of relevant New Hampshire rules, policies and guidelines. Firms should provide a list of projects that met required milestones and deadlines. Firms must be licensed to provide environmental services in the state of New Hampshire and must demonstrate through staff and experience in engineering and/or wetland science the ability to assess and evaluate the impacts of proposed dredging and filling activities.
A DES Selection Committee will review all qualification statements submitted and will select not more than eight (8) pre-qualified firms to receive a Request for Proposal (RFP). Firms located in or having a local office in New Hampshire are preferred. The selection by DES of the pre-qualified firms will be completed and announced on or about May 15, 2009.
An RFP including a more detailed scope of work and statement of selection criteria will be issued shortly thereafter. The RFP and subsequent selection process will be conducted in accordance with RSA 21-I:22, the state law governing the selection of professional engineering services. DES will negotiate contracts for the work described in the RFP with short-listed firms provided that their performance records are acceptable and the negotiated cost for services is fair and reasonable to the state, taking into account the estimated value, scope, complexity and professional nature of the services to be rendered. It is anticipated that up to four firms will be selected to enter into one or two year professional services contracts with DES. State contracts with the selected professional services firms will be negotiated and awarded, subject to approval by the Governor and Executive Council by approximately May 29, 2009.Firms responding to this RFQ shall submit six copies of all qualifications submittals/packages to: NH Department of Environmental Services, PO Box 95, 29 Hazen Drive, Concord, NH 03302-0095; Attn: Rene Pelletier, PG, Assistant Director Land Resources Manager, by 4 p.m. EST on or before March 10, 2009.
