New Hampshire Brownfields Program Accepting Nominations for Projects to be Funded Through the American Recovery and Reinvestment Act
Brownfields Cleanup Revolving Loan Fund Grant Supplemental Funding
Concord, NH – The New Hampshire Department of Environmental Services Brownfields Program has been notified by the EPA of the availability of American Recovery and Reinvestment Act (Recovery Act) funding to supplement the Brownfields Cleanup revolving Loan Fund (RLF) grant previously awarded to DES. The DES BCRLF program provides low interest loans and subgrants for the cleanup of brownfields sites. The DES must submit a request for Recovery Act supplemental funding by May 1, 2009. This request to EPA must include information regarding specific sites/projects where loans/subgrants are ready to be made if supplemental funding is provided. Accordingly, DES is seeking detailed nominations from interested eligible parties.
Individual subgrants are limited to $200,000 per site; however, DES may petition EPA to waive the $200,000 per subgrant limitation. There is no upper limit for loans. For a site/project to be included in DES’s request to EPA, priority consideration will be given to shovel ready projects that result in job creation.
Submission Deadline – Interested parties may submit nomination packages through the U.S. Postal Service, commercial delivery service, or electronically in PDF format. All nomination packages must be received by the Department before 4:30 PM on Friday April 24, 2009. Late or incomplete submittals will not be considered for inclusion in the DES’s request for supplemental RLF funding but will be retained and considered for future grants/loans should additional funding become available.
A complete nomination package must include a completed subgrant or loan nomination form along with any required attachments. The subgrant and loan nomination forms are posted at the DES’s webpage dedicated to Recovery Act information at http://des.nh.gov/recovery/index.htm.

- Subgrantees or borrowers cannot be potentially liable for the contamination at the site.
- Subgrantees must be the sole owner by fee simple title of the property within 90 days of being selected for a subgrant award.
- Subgrantees can be municipalities, quasi-government organizations, regional councils or general purpose units of local government, redevelopment agencies, tribal governments, and non-profit organizations.
- Borrowers can be private site owners and developers, municipalities, quasi-government organizations, regional councils or general purpose units of local government, redevelopment agencies, tribal governments, and non-profit organizations.
