DES Seeks Comments on Innovative Permitting Initiative
Concord, NH – The New Hampshire Department of Environmental Services is asking for feedback on an Innovative Permitting Initiative that focuses on permitting programs under the DES Land Resources Management Program that typically apply to land development activities: Alteration of Terrain, Subsurface Systems and Subdivisions, Shoreland Protection, and Wetlands. Under the Initiative, DES is proposing a streamlined and coordinated pre-application and permit review process for applicants willing to provide for better site selection, energy efficiency, water conservation, and stormwater management to improve the environmental performance of their project. In 2009, DES received funding under the EPA State Innovation Grant program to undertake the “Innovative Land Development Technical Assistance and Coordinated Permitting Initiative,” also called the “Innovative Permitting Initiative.” Over the past year, DES has conducted research, collected input, and involved numerous DES staff and outside stakeholders to develop a proposed approach for the Initiative. DES is seeking additional comments through June 22, 2010 while continuing to develop and refine the pilot program’s detailed procedures and supporting materials. These materials will be available at the DES website as they are prepared.
