NHDES Seeking Loan Pre-applications for Drinking Water, Wastewater, Stormwater, and Nonpoint Source Projects
CONCORD - The New Hampshire Department of Environmental Services (DES) is soliciting pre-applications for drinking water, wastewater, stormwater, and nonpoint source projects through the Clean Water State Revolving Fund (CWSRF) program and the Drinking Water State Revolving Fund (DWSRF) program.
The CWSRF program is a low-interest loan program that assists communities with the planning, design and construction of eligible water pollution control infrastructure projects. Borrowers are typically municipal or other local government entities. Most communities with publically owned wastewater systems are eligible to apply for a loan to improve their wastewater system. Projects that address stormwater or nonpoint source pollution problems may also be eligible. To apply, complete the "CWSRF 2013 Pre-Application" found at http://des.nh.gov/organization/divisions/water/wweb/grants.htm. CWSRF pre-applications must be signed by the applicant and can be scanned and submitted via email to Dan Fenno at email@example.com. The DWSRF program is a low-interest loan program that assists public water systems with the cost of improving drinking water infrastructure, including new and replacement well sources, treatment and pump house upgrades, storage tanks, water main replacements, new or replacement service water meters, interconnections between two or more existing public water systems, water conservation improvements, and energy efficiency improvements. Public water systems eligible include all community public water systems and non-transient non-profit public water systems. DES will hold a "State Revolving Fund Informational Meeting" on June 6, 2012 from 9:00 am - 12:00 pm. The purpose of the meeting is to provide information to potential loan applicants about funding projects through the CWSRF and DWSRF programs. The meeting will include an overview of the CWSRF and DWSRF programs, as well as specifics on eligibility requirements, ranking criteria, loan conditions and application procedures. DES has developed a ranking system to evaluate and rank pre-applications for wastewater, stormwater and nonpoint source projects, because the need for CWSRF project funding exceeds the financing available. The purpose of the ranking system is to prioritize projects for the most cost efficient use of available funds. The CWSRF ranking criteria can be found at http://des.nh.gov/organization/divisions/water/wweb/grants.htm. There are separate ranking criteria for wastewater and stormwater/nonpoint source projects.
