First Things First: Prevent Pollution
Celebrate Pollution Prevention Week 1999

The best strategy for controlling pollution is to prevent it from being
generated in the first place. Despite tremendous progress in the
control and management of environmental hazards, large quantities of hazardous
pollutants are still generated annually in the Northeast. Eliminating
these wastes at the source is vitally important because the manufacture,
transportation, use, and disposal of hazardous materials create risks
for people and the environment.
We, the Northeastern State Environmental Secretaries, Commissioners,
and Directors and EPA Regional Administrators, recognize that pollution
prevention efforts have been successful in eliminating millions of pounds
of hazardous pollutants, and that these accomplishments have improved our
states' environments and economies. Each of our states has assisted
and encouraged significant pollutant generators to examine and reduce their
use of toxic materials. We find that these efforts have resulted
in more efficient operations and more informed choices concerning alternative
materials, equipment, and practices.
To celebrate National Pollution Prevention Week 1999, we acknowledge
our progress and affirm our commitment to do even more. Consumers,
businesses and government agencies can help prevent pollution by learning
to identify products that may be hazardous to public health and the environment
and by seeking out environmentally responsible alternatives. Everyone
can also
reduce pollution by conserving water and energy and eliminating wastes
of all kinds from the home and workplace.
We resolve to increase our efforts to promote the adoption of preventive
practices and to incorporate pollution prevention into environmental regulatory
programs and public education whenever possible. We pledge to work
together where joint efforts can increase our effectiveness.

citizens, businesses, and local government in their efforts to prevent
