The SBTAP is designed to provide assistance to small businesses that meet the following criteria:
- Are independently owned;
- Are not a major source of air pollution;
- Are not dominant in their field;
- Emit less than 50 tons of any air pollutant;
- Emit less than 75 tons of all air pollutants; and
- Have less than 100 employees
