PUBLIC GOVERNMENT BUSINESS A to Z LIST

Why should the state pilot PrintSTEP?

PrintSTEP is the first industry-based program that addresses administration of environmental regulation with the resources available for that regulation in mind.

Designed specifically for the printing industry, PrintSTEP offers these features:

  • Flexibility to modify the program to fit state’s needs
  • Guidance for establishing the pilot
  • Integration between all documents so they work together
  • Multi-media approach that begins to address cross-media concerns
  • Public participation scaled to facility environmental impact
  • Semi-customized modular permitting without being agency resource intensive

PrintSTEP offers benefits to the state

PrintSTEP provides the state regulatory agency the opportunity to partner with the printing industry in a manner that reduces administrative transaction costs for both parties. PrintSTEP does this while assuring environmental compliance and simultaneously encouraging beyond-compliance efforts in pollution prevention and community participation. The direct benefits include:

  • Flexibility in allocation of scarce agency personnel resources
  • Greater coverage of the printing industry at appropriate regulatory levels
  • Improved capability to respond to the needs of the agency’s many "customers" (regulated entities, the community)
  • Opportunity to educate the very smallest of printers, some of which will grow
  • Significant reduction in agency transaction time (actual and elapsed) to issue an environmental operating permit for the greatest majority of printers
