The Hazardous Waste Management Bureau (HWMB) is responsible, for administering the State’s hazardous waste management program. The primary function of the HWMB is compliance assurance, which is achieved through a tiered approach: education/ outreach, generator certification, compliance assistance and compliance monitoring.
Outreach to the regulated community is provided through certification courses and self-certification documentation. Compliance assistance is provided by responding to requests for clarification by way of the HWCS Telephone Hotlines, and written regulatory interpretations. Compliance monitoring takes place when business and government entities are inspected to assess compliance with hazardous waste and used oil regulations. The HWMB is divided into four Sections: Hazardous Waste (RCRA) Compliance, Authorization, Permitting, and Certification.
The Hazardous Waste Compliance Section conducts inspections of hazardous waste generators and can provide a limited degree of on-site technical assistance to the regulated community. The Authorization Section coordinates hazardous waste rulemaking as a result of federal authorization/state requirements to make the rules more understandable and to encourage better waste management practices. The Permitting Section provides engineering support, and reviews and processes applications for all hazardous waste/ RCRA permits, including Treatment/ Storage/ Disposal Facility, Transfer Facility, Limited Permits, and Emergency Permits The Hazardous Waste Certification Section is made up of the Hazardous Waste Coordinator Certification Program and the Small Quantity Generator Self-Certification Program and is the education/outreach arm of the bureau.
A Hazardous Waste Assistance Hotline is available for the regulated community and the public to contact HWCS to ask questions concerning the New Hampshire Hazardous Waste Rules and compliance issues which affect hazardous waste management programs. The Hotline is available Monday through Friday, 8:00 AM to 4:00 PM toll free at (866) HAZWAST (in-state only) or at (603) 271-2942.
