Purpose
Provides timely authorization to treat hazardous waste in response to a specific, unexpected incident that DES determines may cause an imminent and substantial hazard to human health or the environment.
Applicability
May be issued for a non-permitted facility to treat, store or dispose of hazardous waste; or for a permitted facility to treat, store or dispose of hazardous waste not covered by an existing permit. Most permits are issued to hazardous waste generators to allow treatment of a hazardous waste that is too dangerous to transport in its current condition.

Processing Time
Immediate (if verbal), then followed by a written permit within five days. The Hazardous Waste Compliance Section considers an applicant request as high priority and expedites the response.
Term/Renewal
Term is 90 days from the date of issuance. Renewable when justified by site or extended response conditions.
Modification/Amendments
Any changes to the original permit must be communicated immediately to Hazardous Waste Compliance Section or Linda Birmingham at linda.birmingham@des.nh.gov or (603) 271-5328.
Transferability
Not transferable.
Appeals
Any person aggrieved by a final decision can appeal to the Waste Management Council in accordance with RSA 21-O:9.
