Applications submitted to DES for evaluation are also subject to concurrent evaluations by two other entities: the Hazardous Waste Facility Siting Board established pursuant to RSA 147-A:4-a Hazardous Waste Management/Hazardous Waste Facility Siting Board, and the Municipal Hazardous Waste Facility Review Committee established pursuant to RSA 147-C Hazardous Waste Facility Review.
To establish conditions under which hazardous wastes can be safely treated, stored or disposed.

The application form, titled Standard Permit Application for a Hazardous Waste Treatment, Storage or Disposal Facility, may be obtained by contacting the Hazardous Waste Management Permit Engineer, Linda Birmingham at firstname.lastname@example.org or (603) 271-5328.
Initial fee varies from $2,000 to $7,500, depending upon the type of facility permit Permit renewal or modification fees vary from $1,000 to $4,000. The governing body of a host community may also levy a fee on a TSD facility and require it to report the amount of hazardous wastes stored, treated or disposed by the facility according to Env-Hw 304.07 Permitting Hazardous Waste Facilities/Fees (Env-Hw 300 Permits)
The estimated processing time after application is deemed complete is 1-2 years, depending upon the scope and complexity of the application and the length of time needed by the Hazardous Waste Facility Siting Board and the Municipal Hazardous Waste Facility Review Committee to reach a final decision.
The term is five years. To obtain a renewal, a new application must be submitted to the DES Waste Management Division, Hazardous Waste Compliance Section at least 270 days prior to the expiration date of the existing Standard Permit.
Modifications may be requested through a written submittal to the DES Waste Management Division, Hazardous Waste Compliance Section accompanied by supporting technical information.
The new owner must notify abutters and submit a request for a permit modification to the DES Waste Management Division, Hazardous Waste Compliance Section at least 90 days prior to the scheduled ownership change.
Any person aggrieved by a final decision can appeal to the Waste Management Council in accordance with RSA 21-O:9.
