Purpose
To minimize air contamination by limiting the emissions of volatile organic compounds (VOCs) from gasoline storage tanks, gasoline dispensing facilities, bulk gasoline plants, and cargo trucks.
Applicability
Stage I requirements apply to an owner or operator of an aboveground or underground gasoline storage tank having a capacity equal to or greater than 1,100 gallons or having an annual throughput equal to or greater than 120,000 gallons per year. Stage II requirements apply to an owner or operator of an aboveground or underground gasoline storage tank meeting the applicability criteria for a stage I system located in Hillsborough, Merrimack, Rockingham or Strafford county, and having an annual throughput equal to or greater than 420,000 gallons per year or was constructed after November 15, 1990.

Processing Time
Typically within 30 days.
Term/Renewal
Term is three years. Renewal is achieved by notifying the Underground Storage Tank Program of a stage II vapor recovery test schedule and then successfully conducting the test according to Env-Wm 1404.23.
Modification/Amendments
None.
Transferability
The owner must notify the Underground Storage Tank Program within 10 days of any ownership change using a Stage I/II Gasoline Vapor Recovery Station Notification Form

Appeals
Any person aggrieved by a final decision can appeal to the Waste Management Council in accordance with RSA 21-0:9.
