Reporting and Information Management Section
Hazardous Waste Activity Notification

Purpose
To inform the DES Reporting and Information Management Section of specific hazardous waste activities required by the federal Resource Conservation and Recovery Act Subtitle C (RCRA C), and obtain an EPA identification number.

Applicability
All hazardous waste generators (with the exception of temporary hazardous waste generators), used oil burners, hazardous waste transporters located in New Hampshire, and persons who accumulate 11,000 pounds or more of universal waste on site at any one time, must notify the DES Reporting and Information Management Section by completing and submitting a RCRA C Site Identification Form prior to conducting these activities.

Fee
The initial notification fee is $150 and applies to any new hazardous waste generator and those that change ownership. Municipalities are exempt from this fee.

Processing Time
Typically seven days after the application is deemed complete.

Term/Renewal
EPA ID numbers do not expire and do not require renewal, and remain associated with the location to which they were originally issued.

Modification/Amendments
Each generator is responsible for keeping their notification information current. EPA ID numbers will remain active unless the Reporting and Information Management Section is notified of a change in generator status. EPA ID numbers can be inactivated or declassified. The Reporting and Information Management Section must be notified within 30 days of a change.

Other changes can be made verbally, electronically or in writing according to Env-Hw 504.02 (Env-Hw 500 Requirements for Hazardous Waste Generators).

Transferability
EPA ID numbers are not transferable to another location.

Appeals
Any person aggrieved by a final decision can appeal to the Waste Management Council in accordance with RSA 21-O:9.
