To assist with meeting the Phase II of the National Pollutant Discharge Elimination System Federal Stormwater regulations, the regulated New Hampshire Municipal Separate Storm Sewer System (MS4) municipalities formed regional stormwater coalitions in the Nashua, Manchester and the Seacoast areas. Coalition members include representatives from municipal department of public works responsible for stormwater. Coalition chairs include the Manchester Dept. of Highways, Environmental Permits Coordinator for the Manchester coalition, and the Nashua and Seacoast Coalition chairs rotating from municipality to municipality with support from NH Department of Environmental Services (DES) staff. Meetings are held monthly to quarterly.
Each regional coalition operates a little differently and their work may include: grant funded projects, visiting speakers, coordination of efforts to comment on and meet permit requirements, networking, legislation, and education.

- Facilitate outside presenters for meetings.
- Host visiting speakers on stormwater products, education and outreach materials and programs, and technical assistance.
- Host EPA for permit update presentations and statewide conference planning.
- Facilitate roundtable discussion and brainstorming on addressing permit requirements.

- Hosted DES training on how to do Illicit Discharge Detection and Elimination.
- Coordinated with DES the First New Hampshire Statewide Regional Conference.
- Provided round table discussion on updates on meeting the permit control measures.
Manchester Area Stormwater Group
- Facilitated discussion with other communities, regional planning commissions, and DES on stormwater utilities.
- Assisted with getting stormwater utility enabling legislation passed.
Nashua Area Stormwater Group
- Hosted DES facilitation through outreach and education planning process.
- Created tracking sheet for expenses associated with phase II regulation.
- Coordinated video/DVD library of stormwater related information for community access channels.
- Funded design for “When it Rains it Drains: Stormwater Education Curriculum”
specific to Nashua region towns and their schools.
Seacoast Stormwater Coalition
- Secured Clean Water Act Section 319 grant funding for and managed and promoted the stormwater video “Stormwater Runoff – There is No Away”.
- Solicited and managed grant projects (with DES/NH Estuaries Project funding) for “Guidelines and Standard Operating Procedures: Illicit Discharge Detection and Elimination and Pollution Prevention/Good Housekeeping for Stormwater Phase II Communities in New Hampshire”
guidance document and municipal training. - Designed a presentation template for community decision makers to support new stormwater regulations or ordinances.
- Collectively reviewed and compiled comments to the draft updated MS4 permit conditions.
Assistance to Stormwater Coalitions
The DES Watershed Assistance Program staff works closely with these coalitions attending meetings, coordinating conferences and presenters, providing communications between DES, EPA, and outside agencies, and also providing information about grant resources, grant projects, additional technical support, and possible partnerships. The NH Coastal Program Outreach Staff also assists with the Seacoast Stormwater Coalition outreach planning and meeting facilitation and logistics.
Representatives from EPA New England Region One attend Manchester and Seacoast coalition meetings and provide technical assistance when applicable.
