Watershed–based Plans

Watershed–based plans determine the level of pollutant load reduction or habitat restoration required, specific locations where best management practices are needed, and how to measure water quality improvement.

Watershed–based plans work toward quantifiable water quality goals to either restore impaired waters, or to meet long–term goals for high quality waters. For funding for Clean Water Act Section 319 funds, watershed–based plans must include required EPA elements. See Section 319 Guidance for Watershed–based Plans for more information on the EPA Section 319 funding criteria for watershed–based plans.
