Winnipesaukee River Basin Program
WRBP Industrial Wastewater Indirect Discharge Permit

Purpose
To provide a control mechanism for the discharges of industrial wastewater to a municipal sewer within the Winnipesaukee River Basin Program (WRBP) service area.

Applicability
Needed for all proposed discharges of industrial wastewater to a municipal sewer or any existing industrial facility proposing an increase or decrease in process wastewater flow, pollutant concentration or a change in pollutant characteristics.

Application

Fee
$75 application fee and a $1,200 a year annual fee applies. Additional fees are required by DES (see RSA 485-A:4, IX-b and IX-c) These fees do not apply to municipalities, counties, state agencies, or school districts.

Processing Time
Typically 15 business days once the application is deemed complete.

Term/Renewal
Term is one year from the permit date and will be renewed annually subject to the following: terminates upon cessation of operations or transfer of business ownership, unless notification of transfer is provided to the Winnipesaukee River Basin Program at least 60 days in advance.

Modification/Amendments
A industrial facility proposing an increase or decrease in process wastewater flow, pollutant concentration or a change in pollutant characteristics needs to submit a new application to the Winnipesaukee River Basin Program at least 60 days prior to beginning the discharge.

Transferability
May transfer ownership if notification is provided to the Winnipesaukee River Basin Program at least 30 days in advance.

Appeals
Any person aggrieved by a final decision may appeal the decision to the Water Council in accordance with Env-WC 200.
