Purpose
To provide authorization to add or increase wastewater flow to the Winnipesaukee River Basin Program (WRBP) treatment facility in Franklin, N.H., or to construct additional sewers.
Applicability
Applies to: any extension of a collector or interceptor, whether public or private, regardless of flow; any wastewater connection or other discharge in excess of 5,000 gpd; or any sewage pumping station greater than 50 gpm or serving more than one building.

Wastewater Discharge Permit Request ![]()
Fee
$75 application fee. Additional fees are required by DES (see RSA 485-A:4, IX-b and IX-c) These fees do not apply to municipalities, counties, state agencies or school districts.
Processing Time
Typically 15 business days once the application is deemed complete.
Term/Renewal
DES establishes the permit term.
Modification/Amendments
May be modified if approved by the Winnipesaukee River Basin Program in accordance with Env-Wq 700 Standards of Design and Construction for Sewerage and Wastewater Treatment Facilities
Transferability
May transfer ownership if notification is provided to the Winnipesaukee River Basin Program in accordance with Env-Wq 700 Standards of Design and Construction for Sewerage and Wastewater Treatment Facilities
Appeals
Any person aggrieved by a final decision may appeal the decision to the Water Council in accordance with Env-WC 200.
