Exceptional Quality Septage Certification

Purpose
To provide a certification for filtrate and/or solids derived from septage treatment. Certification ensures that environmental standards are met to allow septage derived material to be land applied at agronomic rates. Land application sites receiving exceptional quality (EQ) septage solids or filtrate do not require a permit from DES.

Applicability
Any septage facility can apply for EQ certification of their septage solids and filtrate.

Application
EQ (Exceptional Quality) Septage Certification ApplicationMicrosoft Word Symbol

Fee
$100 for each application, unless accompanied by a septage Innovative/Alternative (I/A) permit application. Municipalities are exempt.

Processing Time
Typically three to four months after application is deemed complete.

Term/Renewal
Term is five years. Certification is renewed by submitting an updated EQ (Exceptional Quality) Septage Certification ApplicationMicrosoft Word Symbol with the appropriate fee.

Modification/Amendments
Permit holders must submit a Septage Permit Modification ApplicationMicrosoft Word Symboland obtain approval.

Transferability
Required transfer information, found in Env-Wq 1603.10, must be approved by the Wastewater Engineering Bureau, Residual Management Section.

Appeals
Any person aggrieved by a final decision can appeal the decision to the Water Council in accordance with Env_WC 200.
