Purpose
To ensure that transfer/storage tanks are designed, constructed and maintained in an environmentally safe fashion. A transfer tank is any tank that is used to consolidate septage from multiple haulers. Storage tanks are tanks that have a cumulative capacity of more than 20,000 gallons and the septage is consolidated for later removal to a site or facility.
Applicability
Any person who is consolidating more than 20,000 gallons of septage or is consolidating septage from multiple haulers for later removal to a site or facility will need a transfer/storage tank permit.

Application
Septage Transfer/Storage Tank Application![]()
Fee
$200 for each application. Municipalities are exempt.
Processing Time
Typically within 90 days after the application is deemed complete, or a public hearing, if one is requested.
Term/Renewal
Term is 10 years. Permits are renewed by submitting an updated Septage Transfer/Storage Tank Application![]()
, and the application fee. A complete renewal application must be received no later than 15 days prior to the permit expiration date.
Modification/Amendments
Permit holders must submit a Septage Permit Modification Application
and obtain approval.
Transferability
Required transfer information, found in Env-Wq 1603.10, must be approved by the Wastewater Engineering Bureau, Residual Management Section.
Appeals
Any person aggrieved by a final decision can appeal the decision to the Water Council in accordance with Env_WC 200.
