Purpose
To demonstrate that sludge quality and variability meet strict environmental standards before land application can occur.
Applicability
Any wastewater facility can apply for sludge quality certification of their sludge solids.

Application
Sludge Quality Certification Application ![]()
Fee
$1,000 per application. New Hampshire municipal wastewater facilities are exempt.
Processing Time
Typically two to four weeks after application is deemed complete.
Term/Renewal
Term is five years. Certification is renewed by submitting an updated Sludge Quality Certification Application ![]()
with the appropriate fee no later than 120 days prior to the certification expiration date.
Modification/Amendments
Not applicable.
Transferability
Permits are not transferable.
Appeals
Any person aggrieved by a final decision can appeal the decision to the Water Council in accordance with Env_WC 200.
